Steven Seagal's supposed history as a badass was not invented out of whole cloth. Throughout his life, he's had numerous friendships with former CA operatives, mercenaries and soldiers. Makita suggests that this is because he basically just steals these people's stories and relates them during interviews to seem like a badass.
