Turkey's relationship with the u.s and europe has sometimes been a bit tense. Turkey wants to have relations with the west but is also looking at how it can balance these different needs for its defense needs. turkey would argue that foreign policy isn't about black and white it's about shades of grey. There are times in which it makes sense to cooperate with russia and to keep the door open other times it doesn't.
