The Bill of Rights in the United States

The united states was governed by the articles of confederation, a decentralized form of government where there was no president and little power vested into the congress. Securing the right to free speech within state constitutions was the next step to its eventual codification in the us Bill of rights. But for the time being, the founders had other things on their minds. The reason why they weren't particularly interested for 88 days over a bill of rights is because they enter with the proposition that you have to change the structure of the government itself.
