Leopold created the international african association, which he ran for its first year. The group was supposed to be a charitable organization that would stop the slave trade and christianize African people. But in reality it was part of leopold's plan to conquer congo. Leopold told his aids "care must be taken not to let it be obvious" they were two different things.
