The Predictability of Heuristics
Heuristics are not, their function is not to create bias. So people thinking that that way, the function is to create useful thoughts quickly. You can tell in principle in advance when a heuristic will go bad and it will go bad when availability or a sense of familiarity is evoked. But in fact, not by frequency but by something else.
