In many of the US's military interventions, very few components of just war are being followed. The general public often has very little idea as to what's happening down the line and how much money is spent on both sides. So if the US wages regime change wars, the ultimate goal then isn't to reestablish the peace but to alter the government dynamic. But that is not aligned with any just war.
