The Value of the Mission and Vision Statements

I think I would take issue with the fact that schools are defining their reality. It's like the culture in the world is an emergent property of the interactions that go on in that organization. However much it's lived, it doesn't actually define the reality. For me that's more of a debate of authenticity rather than water emissions statement or a shared vision should be achieving. What would you say is a desirable level of local adaptation and relevance?
