Putin's Incapacity to Deal With Crisis
Putin has agreed to drop charges against the former head of Wagner, Alexei Pragorshin. The deal means that he will go to Belarus and his troops can sign up with Russia's Ministry of Defence rather than face prosecution for their part in the Ukraine crisis. This shows Putin's increasing incapacity to deal with crises, says Peter Bergen. "This whole crisis is a symptom ... of Putin's own failures to manage his own political system"
