The Economics of Bureaucracy

In a market society, we think about profit and loss as driving decisions. In government bureaus there aren't these profit and los signals. You're not competing for customers as you are in the market space. Instead of what you're doing is youre competing for portions of government resources. So you have to have an alternative way of measuring success.
