Doomsday: A Pretext to Go Into Cuba
The plan, code-named operation in Northwoods, never got higher approval. It involved sinking a boatload of Cuban refugees on route to Florida and blame the Cuban government. Another one was an incident which would make it appear that communist Cuban MiGs destroyed a U.S. Air Force aircraft over international waters. George Bush trotted some of these kind of things out during the Iraq war.
