They were made very widely but unlike the uniform a fuss lapen is quite simple it's just a square of flannel effectively. They would have to be individually cobbled if that's the right phrase. The big problem there was the lack of leather because leather was rationed very quickly and getting hold of large supplies of leather wasn't that easy which is one of the reasons for making the boot shorter.
