The History of the Balloon Bombing Campaign

Japanese meteorologist wasa buru oishi was one of the first people to observe and systematically study these wind patterns. He did this using weather balloons to track upper level wind patterns near Mount Fuji, making more than 1000 observations between 1923 and 1920. In 1933, during a period of ongoing border disputes between Japan and the USSR, Lieutenant General Reiki Tada proposed using balloons to bomb Soviet targets. These would have been fairly short range of balloons with bombs that were on timed fuses.
