Self reporting is not like the cool, fun thing to do to get the lower payment per sa. You could actually mess it up and end up with the higher payment rate. I think it's done for ease because a lot of folks just don't know what adjusted gross income is. For folks whose tax return, for whatever reason, just has not been able to pull through, i've been telling folks to put a justed gross income in there.
