Is Wittgenstein Characterizing Uncertainty?

Wittgenstein's theory of truth involves justified true belief, which is just a true happiness over time. More than half of what's in the Stroll book on uncertainty are directly about more: proof of the external world. The pragmatist William James view of truth specifically is notorious and may be beneath contempt.
