H. Andrew Schwartz: Treasury Secretary Janet Yellen gave a monumental speech last week, or at least a big speech. He says she said that we ought to have cooperation between the US and China on the urgent global challenges. Schwartz: That theme was, frankly, music to my ears. It's probably the first time I've heard it from this administration quite directly of referring to the importance of sort of rules-based commercial transactions.
