Mobile first is a way of building apps that work on all different devices. It means taking content which would look best on mobile, and then moving it around to take up more space in other viewports. If developers aren't familiar with responsive web development there might be a small delay cost of learning. But over the long term you will have an application that just works on all different kinds of devices without having to really think about it.
