By the late 1990s, it was clear to Mo Mark Gaddafi that Libya's only option was to make nice with the West and convince them to lift sanctions. Despite being an observant Muslim himself, Gaddafi had been fighting Islamist terrorists and trying to warn the world about them for years. He declared the US invasion of Afghanistan an active self-defense. This wound up leading to in 2003 Libya renouncing its plans to build nuclear weapons. Western corporations were hugely excited for the possibilities that Libya represented because there's a shitload of oil inside Libya.
