Quadratic Funding - Conviction Voting

Quadratic funding works well in some places and doesn't work well in others. Conviction voting mitigates a plutocracy in a similar way as quadratic funding, except it does it with time instead of one person, one vote. It's like if you have more tokens, you have more say, but even if you just have a minority share, you can still pass a large proposal by taking longer for its past. Osmotic funding is this new augmentation of it where all the proposals are competing against each other to see how much money they get.
