I think the locking out is obviously a metaphor but it's also literal that there are many people who are 60,000 people in El Salvador who will now be locked out of society. I want to return to this idea of digitalization and how that makes policing much more easy and resistance to it much more difficult so I'm going to give an example you know in 1980 in fact in Bristol riots erupted after the police raided the black and white cafe which was very popular with black Bristolians. This triggered a bunch of riots including in Brixton that then precipitated lots of kind of well quote unquote police reform we can debate the pros and cons of that.
