The More Difficult Utilitarian Decision

Rule utilitarianism is more about being consistent. We can't, in an individual case, violate one of our rights to raise utility. But there's a difficult conflict between the communal good and then the concept of rights. So i'm not sure how we even with the sort of trick of being able to reduce these comflicts. I don't think utilitarianism can do a very good job of dealing with those sorts of situations.
