The Court's Self Denying Ordinance Makes Such Challenges Incredibly Difficult

Victim's right to review scheme introduced in 20 13, following the killik sion. Scheme allows victims to participate in decision king process around decisions not to prosecute. It gives victims agency and a voice in the criminal justice system. But consequence is that victims find it very difficult to persuade court to consider merits of an individual decision not to prosecuted.
