Sally Kohn: Domestic violence is a comprehensive public health and criminal justice issue that prevents women from living their fullest, most equal lives in America. She says one of the big obstacles to ensuring that all women are safe is federalism; state laws can't take guns out of abusers' hands. Kohn: We're now looking at the actual funding that the federal government distributes across all states over the last 15 to 20 years. And do we need to tighten that relationship up and hold states more accountable for what they're doing?
