The Obama administration tried to respond to the Russian invasion of Ukraine with unprecedented export controls on chips. The types of chips you need varies dramatically based on the types of manufacturing you have in a country like Russia. For certain defense enough usage, you need unique types of chips that are not in every dishwasher or iPhone. And so smuggling is much more viable in the defense industry in terms of the quantities.
