The US's Plan to Cut Off China's Access to Critical Inputs
It's possible that China may find its technological progress at least for the time being completely halted in one area while it's making quite a lot of progress in another. To cut China off completely would have quite serious some fallen effects to the supply of semiconductors into downstream industries worldwide. And there again US policy is an important determinant so the undersecretary in charge of US export controllers has expressly said in public that from his viewpoint it's fine if the Chinese continue to make chips required for airbags and automobiles. If they didn't that capacity would have to be developed elsewhere.
