The Evolution of Neoliberalism

It's obvious from the discussion so far, the Accord did not live up to its stated intentions. Why did the trade unions continue to cooperate with the Accord process when it became clear that key agreements were not going to be met? I mean, this was something that went on for quite a while, almost a decade. Unions became more top down, decisions about conditions and wages had been made from the top. For me, why would the Labor Party stay in this social contract?
