The History of the FTC's Secret Rebates
FTC Chairman Pat McCutcheon: "I get a couple of reactions here just having done what I do for 10 years" He says the commission is very, very interested in low-income people paying paycheck to paycheck. The law was made because big chain stores were entering in secret rebates and kickbacks, he says. But that sounds exactly like how all these markets work right now, McCutcheon adds.
