Introduction
Scottish Parliament passed a new law that would make it easier for people in Scotland to legally change their gender with a gender recognition certificate. Then the UK government said, hang on, we might step in and intervene and stop this becoming law. It's an issue worth looking at because of what it means for the Constitution and who gets to decide what happens where in our United Kingdom.
