In 2007, the European Union finally introduced a rule for car makers that said, you've got to stop using this defeat device loophole. What they were doing with the software was designed to preserve an engine, what they were doing instead was using it to cheat on these tests. It would manipulate emissions and therefore performance, right? Or performance and therefore emissions, depending on whether the car was on the test stand or not. In 2008, just a year later, Volkswagen announces that it has clean diesel cars.
