The State Is Low Capacity
The state is low capacity sometimes it's a good thing but often it's a bad thing also because see one thing is there that states rules are there to be implemented and people can manipulate that fact so those rules don't ship the reality for the most part. When someone wants to invoke a rule you know they can go and get it invoked by paying a bribe or something by you know going after someone and there's some obscure rule written somewhere. There is a problem that exists simply because there's a rule there that is a rule book second is that in a way the existence of those rules threatens to crowd out the rule making that is possible voluntarily by collective actionYou know communities do evolve their own
