Time ontology in OWL is a standard that describes temporal reference systems and time. OGC developed jointly with a worldwide web consortium, the W3C. There's all sorts of things about time that are far more complicated than we usually think. A great example would be that many meteorological organizations do climate modeling on a 360 day year.
