Walking with blood flow restriction improves interference control, which would just be the ability to suppress irrelevant or distracting information in order to focus on a specific task. To get your blood lactate levels up, to get them high enough to elicit some sort of favorable acute cognitive response, you either have to push pretty high on the output and then go under BFR.
