The EU's Provisional Law on Removable Batteries

The EU has passed a provisional law that devices that are battery powered in this particular case, phones will have to have removable batteries. But when they say removable, do they mean easily removable with a hammer or do they mean end user by by your maiden arm on her kitchen table? I haven't had time to read the legislation, but I'm not quite sure how far they go on this front. It will be interesting to see how companies that happen and whatever respond to that.
