The King Is Not Necessary for the King to Rule

In 1640, the new PA revolt took place. And it was at this time that civil power would enter Hula to exercise its civil civil power,. So it did this by having the army be under the control of Chancellor Segye. The idea was that they would treat the population as a neutral homogenous whole and only those people who are evil would be punished. This also demonstrated in 1640 that the king was not necessary for the king to exert his power.
