The History of the Spartan Constitution

According to Aristotle, the regular citizens were not allowed to speak. But there has been much scholarly debate on this. If Polydorus and Theopompis added the power of the Vito by the Garosia, then the average Spartan must have had the ability to debate in the assembly. So either Aristotle got it completely wrong, or the Spartan citizens originally had the able to address the assembly, and then lost it later. I tend to agree with the second option, as it would jive with the Spartan way of life.
