The Russian Empire and the Partitioning Power of Poland
The partitioning power of Poland is actually not Germany, which doesn't exist yet, but Prussia. The Poles are then the most important national minority inside that new German state. Most of what had been Poland becomes part of the Russian Empire and there the political tradition is much more revolutionary. So you have three different traditions, all of which have advantages and disadvantages coming together in Poland when it is created in 1918.
