President byden could have made his own decision as to what should happen. I don't think that he was necessarily tied to whatever trump had worked out with the talaban. Trump had no appreciation for what the obama administration had done on various treaties and various proposals, and basically cast them aside. It wasn't necessary to meet the time table that president trumpet said. The sequencing of things did seem so strange,. Just as a lay person watching from the outside, it did seem so odd.
