Joe Biden's Speech to the Unions

Joe Biden announces that he will, in fact, run for reelection. The day after his announcement or the video was released obviously, which is not a major speech that he gave. So then he gives a speech in front of the unions and he's a mess. I mean, just imagine, Vic, this is the best take they could get of the word freedom.
