Decision Making Under Uncertainty

In the 20 first century here, we've had a century of thing. Not until 70 years ago were any of these rulers able to do something that would destroy most humans on earth. Could have been worse. There were lots of times when a different leader, or different circumstances would have blown the world up. What should it be, i would say, do we have reason to be taking a non zero risk of destroying most life on earth? Do we possibly have a right to do that?
