The Difficulty of Distinguishing Between the Press and Protesters

Police often say that the protesters are out there and they're pretending to be journalists. And I spent a lot of time trying to find examples of this kind of behavior, and I really found almost none. So it can happen, but it happens very rarely. What actually happens in protest is that people who claim to be journalists are visibly engaged in journalism - should be allowed to do so. When you try to figure out who is a journalist and who is not a journalist in these contexts, you need to use a functional test.
