Since the 19 s, why did this particular form of economic governmence emerge when it did? And how is it that this sort of economic power is able to be portrayed as somehow softer or more normal than raw military power? There 's a fundamental disinvestment from diplomacy as a strategy for managing and engaging with both allies and adversaries at the end of the day. So why does this happen, and how is it different then the coldar period? In the cold war, the united states used sanctions as a tool. But in the post-cold war period, which it didn't in the cold war period, of producing also coercive pressures on allies to line up behind un American preferences
