Is the Respect for Marriage Act Bipartisan?

Biden boasted 300 bipartisan bills. He's probably counting anything that got a few Republican votes in one chamber of Congress. I would count bills like the Respect for Marriage Act, which picked up 39 Republican votes in the House and initially had 47. In the Senate, it had 12 Republican votes and some Republican sponsors. It was limited in scope and I suspect it would be supported by most of the 71% who support same-sex marriage if they were told what it did.
