The Secular Stagnation Debate

In the paper, you relate this to the debate that we've been having over secular stagnation. What's the relationship here? While the secular stagnation concept is somethng that has revived, it's an old con that goes back to the 19 thirties. And so that means we might be in a situation where sandl banks can't quite reach the natural rate, they're above it. So that's why the secular stagnation is something that re merged in the 20 tenths when central banks were trying to stimulate the economy.
