Are We Targeting the Wrong Population?

We have to do collectively, but we also need to understand like various aspects of the problem to come up with solutions. We know that caste and everything plays a huge role into this, right? So if you're sort of going to work for women and men collectively as manual scavenging thing, you need to understand how important caste plays in this particular equation. There's no point of having these laws and policies and schemes and programs into place until and unless they're not properly implemented. And I think all of this definitely needs to be considered, which I think we have failed in considering.
