Centralization Is More Important Than Number of Bakers
Centralization is more about power, in some sense. Most things on a block chain do not need an honest majority. Consensus does. Executing transaction doesn't like validating the transactions are correctdoes not require that you run in full node. Secreting valued blocks as not depend onits majority. That's its. And you don't want to have more than that. Oneis gong to be mo than the other. The other thing i haven't talked about was censorship.
