Paul's Strategy for Challenging Rome

Paul knew that the government often punishes the righteous and rewards the unjust. He was well aware of that when he wrote this particular passage. Rome already had ejected the Christians at least once along with the Jews. And so Paul's strategy seems to be to operate peacefully within the boundaries of the empire.
