Scientific progress may be mostly influenced by sociology. The criteria we use to determine whether something is verifiable or not is always given to us by the social context and scientific era that we're living in. Karl pauper's falsification doesn't work because the theory that happens to have not been falsified yet is always reinforced by the current scientific narrative.
