Stelepin Was a Rusifile, Not a Liberal Westernizer

Stalipin detested the cadets who wanted to put themselves in charge of a parliamentary democracy and turn the czar into some figurehead. Despite his willingness to import modern farming techniques and technologies, stalipin was an autocratic rusifile. Stelepin believed that the new duma did have a role to play in a post reform empire, just not the role the cadets invisioned for it.
