The 31 members of NATO meet once a year to discuss policy priorities, spending commitments. Since Russia invaded Ukraine in 2022, these summits have taken on a different tone because we've got war in Europe for the first time this century. There are two big questions hovering over this meeting: What kind of language will the alliance offer to Ukraine on membership? And separately, what will be the fate of Sweden's bid to enter the alliance?
President Biden and other world leaders say it’s too dangerous to admit Ukraine into NATO while it’s at war with Russia. But, to the dismay of allies, the US will send cluster bombs to the front.
