What's Catching Your Tention Within the Ciber World?

As ciber weapons became feasible and powerful, i realized that they could be very stabilizing. Then i heard about a round table involving about six, seven different countries on the theme of military aspects of siber stability. It has been somewhat helpful in getting us to understand each other's language. What do they mean when they say they've been attacked, what counts as an attack? Some understanding of what their sensitivities are. For example, if e uie supported the secessionist movement in china, we might regard that as just promoting free speech.
