Blomberg - Is There a Standard for Precompiled Libraries?
Clang tidy is more or less, for the purposes of this conversation, a compiler. You don't necessarily have a build system. Compilers are not compatible between compilers. There's no standard meta data that's pre compiled on every machine. So these build systems need an inter operable format to say i've provided madule and you go here then conk out some other build sistom.
